Officials in Dilovası promised “zero tolerance” for illegal buildings after the Ravive Kozmetik disaster. Yet production is continuing at a factory that had recently been sealed for operating without a license, a Cumhuriyet investigation found.

The newspaper investigated the municipality’s response on the ground, focusing on the gap between its public declarations and conditions at the facility. The factory had been sealed because it was unlicensed, but workers were still producing there when Cumhuriyet examined the site.

Asked how the sealed business had resumed operations, Dilovası Municipality did not provide a direct answer. It said sealed businesses were being monitored “within the framework of the relevant legislation.”
