After losing lawsuit, Chang Ching-sen accuses Huang Kuo-chang of showing a classic bully’s face

Chang Ching-sen has accused Taiwan People’s Party Chairman Huang Kuo-chang of turning a civil court loss into a victory lap before anyone had even seen the judgment.

Chang said the court’s decision only meant Huang did not have to pay civil damages. It did not certify every statement Huang had made as true, he argued. Chang said he accepted the first-instance ruling but would appeal.

The lawsuit sought NT$3 million over Huang’s repeated suggestions that Chang had been closely connected to United Renewable Energy while promoting an agricultural-photovoltaic policy during his time in office. Huang also linked Chang to alleged collusion between business and government and interference in public tenders.

Being exempt from damages under a court ruling and having the court certify that everything Huang Kuo-chang said was factual are two completely different things.

The Taipei District Court found that Huang’s comments concerned public affairs and energy policy, and that his main assertions were not entirely baseless or clearly false. Huang said he had not appeared in court because he did not want to waste time. Chang countered that Huang had filed several lengthy written defenses, so an absence from hearings did not mean he had ignored the case.

Chang further argued that legal protection for legislative speech and the wider room public figures must generally tolerate when facing criticism explained the outcome. He accused Huang of applying double standards, portraying his own attacks as exposing wrongdoing while calling criticism of himself persecution.
