Andy López Beltrán associate founded company that won 33 billion pesos in public contracts over three administrations

Mauricio Garduño González Elizondo, described as a friend of Andy López Beltrán and present at a gathering at the Magazzino restaurant in Mexico City’s Condesa neighborhood, founded a company with a long record of multimillion-peso government contracts.

Garduño González Elizondo is a minority partner in JDBL y Compañía and owns several businesses involved in clothing, medicines, food, vehicles and telecommunications. Among them is Sixsigma Networks, a telecommunications company whose federal contract history dates back to 2006.

Sixsigma Networks has received 198 federal contracts worth more than 33 billion pesos in total. The company secured a minimum-value contract of 695 million pesos, while many of its agreements with the federal government came through direct awards. The contracts covered data infrastructure services.

One of the most prominent deals was a 2016 contract with Mexico’s Tax Administration Service, or SAT, for the Customs Technology Integration Project. Signed in a consortium with IBM, the agreement initially exceeded 9.9 billion pesos and was intended to modernize the country’s customs system.

The contract drew criticism in the Chamber of Deputies. Morena lawmaker Irma Rebeca López López, then in opposition, submitted motions seeking its cancellation over alleged irregularities and requesting an investigation by the Superior Audit Office of the Federation. After a legal dispute, the Federal Court of Administrative Justice ordered the ruling to be repeated. The transaction took effect in May 2018 at a final value of 8.54 billion pesos. Other major contracts included agreements with Banobras, Financiera Rural and ISSSTE during Felipe Calderón’s administration.
