Ankara Strategically Occupies the Mediterranean: The Battle for Libya

Ankara is strategically maneuvering to redefine its role in Libya, signaling a shift from being a military guarantor for the Tripoli government to seeking a position as an arbiter of reconciliation between Libya's eastern and western factions. This strategic pivot, highlighted by a meeting between Turkish intelligence chief Ibrahim Kalin and a high-level Libyan delegation, aims to reshape Turkey's influence in the Mediterranean. Historically, Turkey was a decisive player in the Libyan war, its military support for Tripoli helping to halt Marshal Khalifa Hifter's offensive on the capital and alter the balance of power before the 2020 ceasefire. Previously, Ankara and Hifter's forces in Benghazi were on opposing sides, but Turkey now seeks dialogue with both. This change is driven by military, economic, energy, and maritime interests that extend beyond Libya's borders. The Libyan delegation's visit to Ankara, including the Deputy Minister of Defense and National Security Advisor, underscores the significance of these discussions. Publicly, the agenda included political and security developments, regional situations, bilateral cooperation, and stability. Kalin explicitly stated Turkey's continued support for Libya's territorial and political unity and the reunification of its administrations. This indicates Turkey's implicit acceptance that a lasting Libyan order cannot be built solely around its traditional Tripoli partners, now recognizing Hifter and eastern power structures as essential actors for a sustainable political formula. This strategic adjustment aligns with intensified U.S. diplomatic initiatives aimed at reunifying Libya's divided camps, with presidential advisor Massad Boulos playing a central role in Washington's efforts.
