Argentina's Central Bank Reform: Ex-Presidents Weigh In on Milei's Plan

Argentina's President Javier Milei has unveiled a significant reform of the Central Bank's Organic Charter, seeking to reverse changes implemented in 2012 under the previous administration. The proposed overhaul aims to refocus the institution on its core mandate of maintaining currency value, eliminating objectives like promoting employment and social equity that were introduced during the Kirchner era.

The initiative, announced by Milei via a national broadcast, also includes measures to prevent monetary financing of the Treasury, remove non-transferable bonds, alter the treatment of the bank's profits, and strengthen conditions for removing its authorities. These changes are intended to bolster the Central Bank's independence and operational stability.

Consultations with former Central Bank presidents reveal a general consensus on the necessity for increased institutional independence and stricter limits on monetary assistance to the Treasury. However, opinions diverge on the precise degree of this independence and the scope of the bank's mission. Alfonso Prat-Gay, who led the bank from 2002 to 2004, expressed support for returning to the primary mission of preserving currency value. He also advocated for institutional stability in the board's appointments and removals, suggesting a two-thirds congressional approval for both, to prevent executive interference.
