Argentina's Milei Proposes 'Fiscal Noose' to Penalize Deficit Spending by Politicians

Argentinian President Javier Milei is advancing a significant reform package aimed at cementing his economic policies and ensuring fiscal discipline, even after his presidency. Central to this initiative is a proposed overhaul of the Central Bank and the introduction of stringent fiscal rules, including a controversial "fiscal noose" mechanism.

The "fiscal noose," or "grillete fiscal," is designed to penalize politicians directly for government overspending. Under the proposal, if the state incurs deficits for several consecutive months, Congress would be compelled to rectify the financial situation. Failure to do so would result in the immediate suspension of salaries for high-ranking political officials, including the president, vice president, ministers, and members of Congress. Ordinary public servants would not be affected.

Milei presented this measure as a historic shift, stating, "For the first time in our history: if politics does not do its homework, politics pays the price – not the people." This initiative is part of a broader legislative effort to reform the Central Bank's law, a move that follows Milei's earlier, more radical rhetoric about abolishing the institution entirely.

While the Central Bank reform aims to stabilize its balance sheet, the "fiscal noose" is a separate legislative proposal. If enacted, it could trigger a shutdown similar to the U.S. model, halting new hiring, contract awards, and provincial transfers, while temporarily closing non-essential government agencies. The success of these reforms, however, will ultimately depend on the cooperation of future governments and the political will to enforce these new fiscal constraints.
