Astana resident convicted of stalking after calling, texting and waiting outside home for 4 months

A resident of Astana has been found guilty of stalking his former cohabiting partner, engaging in a four-month campaign of harassment that included persistent calls, text messages, and loitering outside her home. The actions continued despite an existing protective order, according to the capital's prosecutor's office.

The victim reported experiencing constant fear for her own safety and that of her underage daughter due to the man's persistent actions. Her fundamental rights to personal safety and freedom of communication were violated throughout the period.

The state prosecutor successfully proved the defendant's guilt in court. The Astana resident was ultimately sentenced to 100 hours of community service. This verdict has now entered into legal force.

The prosecutor's office took the opportunity to remind the public that stalking carries criminal liability in Kazakhstan. As of September 16, 2025, Article 115-1 of the Criminal Code specifically addresses stalking, defining it as illegal pursuit, attempts to establish contact, or surveillance against a person's will, even without violence, if it results in substantial harm.
