This military readiness check comes at a sensitive time for regional security. It follows a recent unannounced visit to Moscow by U.S. Central Intelligence Agency (CIA) Director John Ratcliffe. While the Kremlin confirmed Ratcliffe met with Russian intelligence officials, he did not meet with President Vladimir Putin. Reports suggest Ratcliffe conveyed a warning to Russia against initiating an attack on NATO.

Belarus, a key military ally of Russia, allowed Russian forces to use its territory to launch attacks into Ukraine during the full-scale invasion in 2022. Ukraine has recently warned that Belarus is expanding military infrastructure near its border, potentially for supporting military operations.
