Ben-Gvir’s $20 Billion Gaza Plan Would Remove 1.86 Million Palestinians Over Seven Years

Ben-Gvir has named the proposal “Disengagement 710.” His party describes the policy as encouraging “voluntary migration,” while international critics call it ethnic cleansing and forced displacement. The plan reportedly targets 250,000 departures in its first year, 1.11 million within three years and about 1.86 million by the end of the seven-year program.

The proposal would depend on agreements with other countries. Israel is reportedly considering Turkey, Ethiopia, Congo and several Arab countries as possible destinations for Palestinians leaving Gaza. Their willingness to accept those Palestinians would form a central part of the plan’s proposed international partnership.

The first year alone is expected to cost more than $3 billion. Ben-Gvir also reportedly wants a special ministerial structure, including a minister responsible for transfers from Gaza, a directorate, a dedicated budget, broad powers and an international negotiating team. The far-right Jewish Power party leader is expected to make the plan central to his election campaign and a condition for joining Israel’s next coalition government. Defense Minister Israel Katz recently said, “Ultimately, there is no real solution for Gaza without emigration.” Israeli authorities have also replaced the term “voluntary migration” with “Freedom of Movement Plan,” although the framework reportedly gives no guarantee that Palestinians who leave Gaza could return.
