Biobío transport funds: Government reverses withdrawal decision amid regional pressure

The Chilean government has reversed its decision to halt funding for three public transport corridors in the Biobío Province, a move that had caused significant tension among regional officials and ruling party representatives. Initially, the Ministry of Finance announced the withdrawal of funds, sparking immediate concern.

These are not works that are going to be postponed. They are going to be carried out and, consequently, the Minister of Public Works will attend to explain to the region how these works will be carried out within the deadlines that were also agreed upon.

However, following meetings between government ministers and regional leaders, including Biobío Governor Sergio Giacaman and Concepción Mayor Héctor Muñoz, the decision was overturned. Minister of the Presidency and Interior Claudio Alvarado communicated that the projects would proceed as planned, with the Minister of Public Works set to detail the execution strategy.

And what is in question is the concession process, which is the Minister of Public Works who must review that, but the good news is that these works remain committed, that they will be executed within the committed deadlines and, therefore, they will have the impact that we all expected from the point of view of employment and also from the point of view of the connectivity of Greater Concepción.

Governor Giacaman expressed relief, calling the reversal "good news" that ensures the projects' impact on employment and connectivity in the Greater Concepción area. He emphasized that the works remain committed and will be executed within the agreed-upon timelines.

It is worrying for the concession system because there are companies that have been working to be part of this and, technically, the project had already been approved.

Despite the positive outcome for regional development, the initial announcement by the Finance Minister has drawn criticism from infrastructure experts. Carlos Cruz, president of the Council for Infrastructure Policies (CPI), warned that such policy shifts create uncertainty for the private sector, potentially hindering public-private partnerships. He noted that companies had already begun working on the projects, and financial institutions were structuring funding, making the sudden change concerning and a "very worrying signal" about the government's commitment to promoting investment.
