Bolivia’s Economy Minister Finds Slow Execution of 1 Billion Bolivianos for Fuel Subsidies

Bolivia’s government injected an additional 1 billion bolivianos into fuel subsidies, but the money was not being spent as quickly as expected, Economy Minister Christian Andrés Morales Burgos said.

The issue emerged during the first days of an intervention at the National Hydrocarbons Agency, or ANH. Morales said officials were reviewing how the funds had been administered and checking that new disbursements were being used correctly.

“We were able to verify that there were resources that were still not being executed at an accelerated pace,” Morales said. He added that officials were still evaluating the reasons for the delay.

The review comes as the government seeks to guarantee fuel supplies while allocating additional public money to maintain part of the subsidy. Morales said the intervention would also examine mechanisms related to fuel marketing and the flow of funds.

The minister did not allege that money had been diverted or attribute the delay to wrongdoing. He said the intervention would determine why execution had been slower than planned. Morales also said the government had guaranteed the financing needed for the year.

According to figures he provided, fiscal accounts recorded a 0.2% surplus through May, compared with a 2.3% deficit during the same period in 2025. The Economy Ministry is finalizing July figures and expects to publish them soon.
