A proposed 15-point agreement to disarm Hamas could leave Israel vulnerable to immediate and emerging threats, according to an assessment by Dr. Igal Shiri published by the Meir Amit Terrorism and Intelligence Research Institute. The plan, which Prime Minister Benjamin Netanyahu rejected, reportedly does not ensure Hamas relinquishes all its weapons.

Shiri's assessment highlights that the plan only involves the National Committee for the Administration of Gaza storing and decommissioning weapons. He warned that a political crisis or the collapse of the committee could allow Hamas to re-arm. It remains unclear if a full inventory of Hamas's weapons production facilities and tunnels would be provided, or if these structures would be dismantled under neutral supervision.

Critically, the agreement reportedly allows Hamas members to keep "personal weapons" registered with the NCAG. Shiri argues this would not guarantee the complete dismantlement of Hamas's military wings or prevent current and former members from rearming, especially if they join new security forces. Prime Minister Netanyahu stated he would not accept a deal with "fictitious disarmament," emphasizing that all Hamas weapons, not just heavy ones, must be surrendered.

Shiri also pointed to Hamas's stated commitment to continue working to "liberate all of the land from the occupation on all fronts." He believes this indicates Hamas has no intention of implementing the agreement in good faith, potentially using it as an opportunity to reorganize and raise resources.
