Brazil escalates conflict with U.S. over Trump tariffs, considers retaliation

Brazil has abandoned diplomatic pragmatism and reacted harshly to new U.S. trade tariffs. The government called the 25% tariff on its exports, set to take effect July 22, a "regrettable milestone" in Brazil-U.S. relations, stating there is "no justification" for the unilateral measure.

Brasilia's response included a strong counterattack against U.S. Secretary of State Marco Rubio, who had blamed Brazilian President Lula da Silva for failed bilateral talks, accusing him of not negotiating in good faith and prioritizing his ego. Brazilian Foreign Minister Mauro Vieira defended the national stance, revealing over 30 bilateral meetings were held to prevent the tariff. He accused Washington of seeking unacceptable conditions, calling Rubio's attacks "gross and arrogant" and "unacceptable and offensive to the Brazilian people and government."

Vieira stated that the U.S. government is bothered by Brazil's refusal to capitulate to "exorbitant pretensions and unreasonable demands" made during negotiations, suggesting Washington expected a "capitulation." The U.S. Trade Representative's office, however, justified the measure after a year-long investigation. Representative Jamieson Greer declared Brazilian practices "unreasonable" and harmful to U.S. producers, accusing Brazil of punishing U.S. tech companies for refusing to censor political speech and allowing Brazilian producers to exploit illegally logged land for commercial gain.

The American Chamber of Commerce in Brazil (Amcham) warned that the 25% tariff will drastically affect over $11 billion in Brazilian industrial and agribusiness exports. The report indicates this tariff places Brazil in a scenario of extreme trade asymmetry, making it one of the countries with the most restrictive conditions for accessing the U.S. market. Washington, however, designed the measure to shield its own market from inflationary rebound.
