Bulgarian notaries issued property deeds for illegal settlement based on 'tolerance certificates'

Notaries in Bulgaria have been issuing property deeds for an illegal settlement based on "tolerance certificates," according to a recent investigation. These certificates have formed the basis for ownership documents concerning properties located in the unauthorized settlement in the Baba Ali area, near Varna.

The findings come from an inspection conducted by the Notary Chamber. The chamber's verification process uncovered that these specific certificates were the underlying documents used to legitimize the issuance of notarial acts for properties within the illegal settlement.

Bulgarian National Television (BNT) reported on the investigation, highlighting the role of these tolerance certificates. The situation raises questions about the legality and validity of property ownership within the Baba Ali settlement, given the basis of the deeds on certificates related to an illegal construction.
