Bulgarian Private Kindergartens Automatically Renew Contracts, Withhold Fees

A recent investigation by Bulgaria's Commission for Consumer Protection (CCP) has revealed that private kindergartens are automatically renewing contracts with parents and refusing to issue refunds for early termination. The findings, based on checks at two specific institutions, highlight a pattern of unfair contractual practices.

The CCP identified a multitude of problematic clauses within the contracts examined. These clauses appear to disadvantage parents, particularly concerning the terms of contract renewal and the conditions under which fees are charged or reimbursed. The automatic renewal mechanism means parents may be unknowingly committed to further periods of enrollment without explicit consent.

Furthermore, the refusal to return payments for services not rendered, in cases of early withdrawal, has been flagged as a significant issue. This practice raises concerns about the financial rights of parents and the transparency of fee structures in the private kindergarten sector.

The CCP's findings suggest a need for greater oversight and clearer regulations governing contracts between private kindergartens and parents in Bulgaria. The commission's investigation aims to protect consumers from such potentially exploitative terms and ensure fairer practices within the early childhood education sector.
