Busan's Dong-gu District Ascends as Maritime Hub with Key Facility Relocations

Busan's Dong-gu district is solidifying its position as a central hub for maritime affairs, successfully attracting significant national and corporate facilities. The most prominent among these is the new headquarters for the Ministry of Oceans and Fisheries (MOF), which is scheduled to be built within the complex port district of the first phase of the Busan North Port redevelopment zone by 2030.

The MOF selected the Dong-gu site over other proposals due to its superior accessibility, being close to Busan Station, which facilitates travel to Seoul and Sejong City. Additionally, the land is owned by the Busan Port Authority, a subsidiary of the MOF, significantly reducing land acquisition costs. The site is currently used as a parking lot, allowing for immediate construction commencement. The MOF has been operating from a temporary facility in Dong-gu since relocating from Sejong City last December.

Further bolstering Dong-gu's maritime credentials, the Busan Maritime International Commercial Court is set to establish its temporary headquarters in the Dong-gu Culture Platform (the former Busanjin Station building) by March 2028. While Seo-gu district had offered a site for the court's permanent building, Dong-gu's successful bid for the MOF headquarters has placed it in a more advantageous position.

In addition to public institutions, major private maritime companies are also relocating to Dong-gu. HMM (formerly Hyundai Merchant Marine), South Korea's largest shipping company, announced plans to build its new headquarters in the North Port redevelopment area, having officially moved its head office address from Seoul to Dong-gu in May. SK Shipping also relocated its headquarters from Seoul to Dong-gu in January. The influx of these maritime entities is fueling optimism among Dong-gu residents for a revitalization of the historically declining downtown area through increased population and economic activity.
