Canada lists foreign worker categories exempt from work permits

Canada has published guidance covering 25 categories of foreign nationals who may be allowed to work without first obtaining a work permit. The exemptions depend on the nature of the work, the activity involved or the traveller’s circumstances.

The list includes academics, business visitors, convention organisers, emergency workers, military personnel, athletes, students and religious leaders. It also covers examiners and evaluators, public speakers, short-term researchers and some highly skilled workers.

Other categories include aviation accident investigators, civil aviation inspectors, crew members, emergency service providers, foreign government representatives, United Nations representatives, expert witnesses, family members of diplomats and military personnel. Athletes, coaches, judges, referees, news reporters, media crews, advertising and commercial crews, and some short-term performing artists may also qualify.

Some students are included, such as certain healthcare students undertaking short-term activities, recent graduates of Canadian institutions who have applied for work permits, and eligible full-time study permit holders working on or off campus. Religious leaders are also covered.

The exemption does not automatically guarantee entry to Canada or apply in every situation. Travellers must satisfy the conditions for their category and may still require a visitor visa or an Electronic Travel Authorization. The government advises foreign nationals to check Immigration, Refugees and Citizenship Canada’s requirements and confirm which documents they need before travelling.
