Canada proposes new entry categories for skilled workers in 2027

Canada is initiating a review of its Express Entry immigration system, with proposed changes for 2027 designed to attract highly skilled workers and align with evolving economic needs. Immigration, Refugees and Citizenship Canada (IRCC) has launched public consultations to gather feedback on which categories should be maintained, adjusted, or introduced for the upcoming selection process.

The consultation, open until September 1, 2026, focuses on three key priorities: addressing long-term labor shortages, attracting global talent, and supporting Francophone immigration outside Quebec. Category-based selection, introduced in 2023, has become a significant component of Canada's immigration strategy, with IRCC data showing that candidates invited through these targeted draws constituted 87% of all Express Entry invitations in 2025.

Among the current categories under review are those for French-language proficiency, healthcare, STEM fields, trade and education occupations, transport, and specific roles like physicians, researchers, and senior managers with Canadian work experience. The proposed changes include four new talent-focused categories aimed at professionals in fields critical to Canada's economic future.

These new categories could target individuals in occupations covered by the Global Talent Stream, particularly in technology and artificial intelligence, aligning with Canada's National Artificial Intelligence Strategy. Another proposal focuses on international researchers through the Canada Global Impact+ Research Talent Initiative, intended to boost scientific innovation. Additionally, IRCC is considering a category for candidates fitting the International Talent Attraction Strategy, which focuses on emerging technologies, healthcare, and skilled trades. A notable proposal is a dedicated Express Entry pathway for H-1B visa holders currently working in the United States, offering a potential permanent residence route for skilled professionals.

Beyond talent attraction, IRCC is also examining potential adjustments to categories designed to address labor shortages. The department is seeking input on how to best leverage immigration to fill critical gaps in the Canadian workforce.
