Cartagena Comptroller Audits Water Company Amid Rationing Crisis

Cartagena – The Comptroller's Office of Cartagena has initiated a formal audit process into Aguas de Cartagena (Acuacar), the company managing the city's water and sewage systems. The audit, expected to last up to four months, will scrutinize the company's contract for the integral management of water and sewage services.

This move by the district's fiscal control body comes after the District of Cartagena filed a popular action against Acuacar and the Superintendency of Public Utilities. Mayor Dumek Turbay argued that the failures in water supply directly violate collective rights to efficient service infrastructure, public health, disaster prevention, and the fundamental right to potable water.

The Administrative Tribunal of Bolívar previously issued a precautionary measure, ordering an immediate suspension of the programmed water rationing that began in May. Despite this, service interruptions persist in the city, creating a critical operational crisis.

District Comptroller Yadira Morales Roncayo stated that the audit was prompted by public complaints and the mayor's dissatisfaction with the service delivery and contract execution. The audit will focus on Acuacar's compliance with its contractual obligations, particularly those outlined in "Otrosí No. 3" of the management contract.
