Catastrophe: Court rules definitively no charges for Ahr Valley flood

Relatives of victims of the devastating 2021 Ahr Valley flood have been denied a final legal avenue to pursue criminal charges against former officials for alleged mismanagement during the disaster. The Higher Regional Court in Koblenz has rejected an appeal aimed at forcing a prosecution of the former district administrator Jürgen Pföhler and another crisis management official.

The parents of a victim, Ralph and Inka Orth, had accused Pföhler and the former technical operations manager of the district of negligent homicide by omission. Their legal action, filed in November 2025, sought to compel the prosecution of these officials on behalf of the 135 people who died and 777 injured in the floods. The court's decision means no further appeals are possible regarding this specific prosecution attempt, though a constitutional complaint remains an option.

This ruling follows previous setbacks for the families. The investigation into Pföhler and the other official was initially discontinued in mid-April 2025. A subsequent complaint filed by relatives against this decision was rejected by the Koblenz General Public Prosecutor's Office in October of the previous year. The court's latest judgment upholds these earlier dismissals.

The Ahr Valley flood in July 2021 resulted in 136 deaths in Rhineland-Palatinate, with 135 of those fatalities occurring in the Ahr Valley. One person from the region remains missing. The Orths lost their 22-year-old daughter, Johanna, in the disaster. The legal battle highlights the ongoing struggle for accountability and justice for those affected by the catastrophic event.
