Chuncheon City Councilor Apologizes for Drunken Disturbance, Unpaid Taxi Fare

Chuncheon City Councilor Kim Ji-sook has issued a public apology following her arrest for public intoxication and causing a disturbance at a police substation after refusing to pay a taxi fare. Kim, a member of the Democratic Party, expressed deep regret for her actions, which she stated cannot be justified under any circumstances. She acknowledged the disappointment and concern her behavior caused to the citizens of Chuncheon.

During a press conference held at the Chuncheon City Hall, Kim stated, "I bow my head and sincerely apologize for the disappointment and concern I have caused citizens due to my mistakes caused by alcohol, including non-payment of taxi fare and disturbance at the Hupyeong substation on the night of the 28th." She further added that she has directly apologized to the taxi driver and plans to apologize to the police officer involved.

Kim pledged to cooperate fully with the police investigation and to reflect deeply on her actions. "I will correct all my behavior to regain the trust of the citizens through deep self-reflection and repentance," she said. The Democratic Party's Gangwon Provincial Chapter has already imposed a one-year suspension of party membership, a severe disciplinary measure. The Chuncheon City Council is also expected to convene a special ethics committee to discuss potential sanctions against her.

This incident is not the first of its kind for Councilor Kim. She received a recommendation for preventative measures from the City Council's ethics committee late last year for a similar incident involving not paying a taxi fare while intoxicated. Civic groups have voiced concerns, calling the matter a reflection on the ethics and accountability of local councils, emphasizing that public officials must maintain dignity and self-control.
