CIA director visited Moscow to warn Russia against NATO attack, US media reports

CIA Director John Ratcliffe undertook a highly unusual trip to Moscow this week with the primary objective of warning Russia against any potential attacks on NATO member states. This visit, reported by US media outlets including The Wall Street Journal and CBS News, comes amid US intelligence assessments indicating that Moscow might seek to test the alliance's resolve.

The Wall Street Journal specifically reported that Russia could potentially test the North Atlantic Treaty Organization with a "limited assault" within the next few years. While the White House did not provide official comment, President Donald Trump characterized Ratcliffe's Tuesday visit as "semi-routine." In an interview, Trump suggested the intelligence chief was in the Russian capital to discuss the ongoing war in Ukraine, stating, "We would like to see the war with Ukraine end."

Ratcliffe's visit marks him as one of the highest-ranking US officials to travel to Russia since the commencement of its war with Ukraine in 2022. The trip occurred during a period of escalating Russian offensive actions in Ukraine, which have led to an increased civilian death toll. Meanwhile, US-brokered peace talks have remained stalled.

The Kremlin confirmed that Ratcliffe had "contacts" with Russia's special services but stated he did not meet with President Vladimir Putin. Kremlin spokesman Dmitry Peskov noted that Putin was briefed on the talks but did not confirm whether the Ukraine war was discussed, calling intelligence service contacts a "positive development."

This visit echoes a previous trip by a CIA director to Moscow in November 2021, when William Burns issued a similar warning to Russia against sending troops into Ukraine. Weeks later, Russia launched its full-scale invasion, escalating into Europe's most significant conflict since World War II. The CIA has also been involved in prisoner swap deals with Russia, including a significant exchange in mid-2024.
