Construction waste allegedly buried at military training ground; Army calls center a victim

Construction waste was allegedly buried at a military training ground in Hukou, Taiwan, under the guise of a road paving project. Hongping Engineering's负责人 (person in charge), Chen Xin-hong, is accused of backfilling nearly 100,000 cubic meters of construction waste and mixed materials at the Army's Northern Area Joint Testing and Training Center.

Prosecutors are investigating whether Chen Xin-hong falsified contracts to deceive the military into believing the material being backfilled was 'recycled aggregate.' This alleged deception allowed for the disposal of significant amounts of waste at the military facility.

The Army has stated that the North Area Joint Testing and Training Center is a victim in this situation and not an accomplice. The investigation aims to determine the full extent of the alleged environmental violations and the military's involvement, if any, beyond being misled by the contractor.
