Criminal Case Opened in Bishkek Over Alleged Lewd Acts Against Children

A criminal case has been initiated in Bishkek concerning alleged lewd acts against minors, prompted by complaints from the parents of three children. The incident reportedly occurred on June 30, between 3:00 PM and 4:00 PM, when a 20-year-old man allegedly lured several girls, aged four to seven, into a room and committed unlawful acts against them.

According to the parents' statements, one of the girls cried for help, alerting an eyewitness who then contacted the authorities. Following this, parents of other girls reportedly came forward, suggesting similar incidents may have occurred. A collective complaint was filed on July 1. The parents have also raised concerns about the initial investigation process, stating that procedural decisions took several days, investigators changed, and the minors were held at the police station for extended periods during necessary procedures. They are also seeking an assessment of the actions of certain police officers.

The Leninsky District Department of Internal Affairs confirmed receiving three statements from parents of minors. Following a preliminary investigation, a criminal case was opened under Article 158 of the Criminal Code of the Kyrgyz Republic, pertaining to lewd acts. Court-ordered forensic examinations have been appointed, and investigative actions are underway.

However, law enforcement reported that a forensic psychiatric examination found the suspect to be mentally unfit due to a mental disorder. This finding will be taken into account when making further procedural decisions. The parents' appeal also links the suspect to the family of a university rector, though law enforcement has not officially confirmed this information. The investigation is ongoing, and a final decision will be made in accordance with the Criminal Procedure Code after all investigative actions and expert conclusions are obtained.
