Deadline Looms for Child Car Seats in Vietnam Amid Certification Void

Vietnam is approaching a critical July 1 deadline for mandatory child car seats, yet a significant hurdle remains: no organization is currently certified to issue the required compliance certificates. This lack of certification threatens to disrupt the market and leave consumers without legally compliant safety options.

The new regulation, set to take effect on July 1, mandates that children under 10 years old and shorter than 1.35 meters must use appropriate safety devices when traveling in private vehicles. While exceptions exist for passenger transport vehicles, the focus is on private car use, with child safety seats identified as a crucial component.

The national technical regulation QCVN 123:2024/BGTVT, which governs child safety equipment for automobiles, came into effect on January 1, 2026. However, the certification process is stalled because no entity has yet been granted the necessary accreditation to perform conformity assessments. The Directorate for Roads of Vietnam has expressed readiness to review and designate suitable organizations, but the absence of certified bodies means testing and inspection procedures are on hold.

To address this bottleneck, the Directorate for Roads has appealed to the Ministry of Construction to promptly issue guidance for local authorities on registering certification and testing activities. They also requested the Ministry to expedite the publication of a risk classification for these products and to actively promote the process to attract capable organizations. As a contingency, they proposed that if no organization is certified by July 1, the Center for Motor Vehicle Testing (VMTC) could be temporarily designated for testing, with the Directorate for Roads handling certification for an interim period.
