Defense Ministry prepares to build criminal justice information system, launching military legal administration computerization

South Korea's Ministry of National Defense is initiating a significant digital transformation of its military justice system. The ministry is preparing to construct a comprehensive criminal justice information system, marking a crucial step towards the computerization of military legal administration.

This new system is designed to improve operational links between various military judicial bodies, including the Defense Ministry's Investigation Agency, the Defense Ministry Prosecutor's Office, regional military courts, and military prisons. By creating a unified platform, the ministry aims to facilitate the electronic sharing of criminal case information, such as investigation records.

This revision is for building and operating an information system for efficient processing of various data and information necessary for the swift and fair implementation of military legal procedures, and for building a military legal service portal that the public can easily access.

The initiative mirrors the civilian criminal justice information system (KICS), which connects law enforcement, prosecutors, and courts through an integrated network. The goal is to establish a similar portal within the military, enabling seamless information exchange and reducing reliance on manual processes. This move is expected to increase transparency in military legal procedures and streamline administrative tasks for military prosecutors and courts.

According to a recent announcement, the Ministry of National Defense has proposed amendments to the enforcement decree of the Act on the Execution of Military Criminal Punishments and the Treatment of Military Prisoners. These amendments will formally assign the Minister of National Defense the responsibility for establishing and managing the military legal information system. The ministry stated that this revision is essential for the efficient processing of data and information required for swift and fair military legal proceedings, and to build a military legal service portal accessible to the public.

By integrating the information systems of military judicial agencies, we will reduce the burden of manual work and establish legal grounds for efficiently performing administrative tasks among military prosecutors and military courts through linkage with external criminal justice agencies, thereby increasing the transparency of criminal justice procedures.
