Egypt to Launch Rental Housing Program Without Down Payment for Low, Middle Incomes

The Egyptian government is finalizing plans to introduce a new housing initiative that will offer rental units specifically for low and middle-income citizens. A key feature of this program is that it will not require a down payment, aiming to significantly reduce the financial barriers for those seeking housing.

Prime Minister Mostafa Madbouly has directed relevant authorities to expedite the development of a comprehensive executive plan for this rental housing scheme. The plan is slated for presentation to President Abdel Fattah El-Sisi for official approval. This initiative is part of a broader effort to regulate the real estate market and provide practical housing solutions for the most needy segments of the population.

The rental ownership system allows citizens to occupy a housing unit by paying a monthly rent for a specified period. After fulfilling the contract terms and payments, the unit can be fully owned. This model is designed to alleviate financial pressures, particularly for young people and families with limited or moderate incomes who cannot afford substantial upfront payments. The government plans to offer between 25,000 and 30,000 housing units under this scheme, with clear and stringent income-based conditions to ensure the support reaches eligible recipients.

The project involves detailed planning, including determining the number of units, their distribution across governorates, defining eligibility criteria, outlining application and booking procedures, establishing payment systems, and setting a timeline for implementation. The Ministry of Housing and the Social Housing and Real Estate Finance Fund are collaborating on this project to ensure efficient management and rapid execution.
