England launches strategy to 'eradicate scourge of drowning' after deaths surge

England has introduced a comprehensive national strategy aimed at eradicating drowning deaths, a move prompted by a recent surge in fatalities and the tragic loss of two women at an Essex beach. The initiative, announced as a "public health disaster," seeks to implement widespread water safety education, including swimming lessons for all children.

Drowning is an ongoing public health disaster that, despite claiming more lives than fire, flooding, or knife crime, often stays below the radar.

Officials are also exploring how climate change might exacerbate drowning risks and plan to launch media campaigns to educate the public on how to respond to water emergencies. This strategy extends to Wales, Scotland, and Northern Ireland, with their own drowning prevention plans rolling out this week.

As a society, there’s an element of naivety and complacency regarding the dangers of open water swimming.

Professor Mike Tipton, chair of Water Safety England, stated the measures would "eradicate the scourge of drowning," highlighting that it claims more lives than fire, flooding, or knife crime, yet often goes unnoticed. The urgency of the situation is underscored by recent statistics: at least 35 drowning deaths have occurred since May, with eight in July alone. Between 2019 and 2023, England recorded 2,306 water-related deaths, with a significant portion occurring in summer and overwhelmingly affecting males aged 20-29.

It’s not enough to know how to swim in a warm pool if you don’t know what to do to help your chances of survival if conditions change or you find yourself in difficulty in open water. The risk needs to be assessed. You need to stop and think. You wouldn’t cross a road without thinking.

Vanessa Abbess, whose son Joe died in open water last year, urged the public to shed "naivety and complacency." She stressed the critical difference between pool swimming and open water survival, emphasizing the need for risk assessment and careful consideration before entering open water. Her son, Joe, and 12-year-old Sunnah Khan, died after being caught in a rip current. The Royal National Lifeboat Institution and the Royal Life Saving Society are receiving support from TikTok, which donated over £400,000 in advertising credits for their water safety campaigns.
