Estonia's EU Ambassador: Sanctions Package Negotiation Was 'Very Difficult'

Negotiating the European Union's 21st sanctions package against Russia proved exceptionally challenging, according to Estonia's ambassador to the EU. Kyllike Sillaste-Elling revealed that reaching a consensus among member states was a complex process.
