Estonia Seeks Ban on Mail-Order Nicotine Products, Stricter Flavor Rules

Estonia is moving to tighten regulations on nicotine products, particularly targeting youth consumption. Justice and Digital Minister Liisa-Ly Pakosta has initiated amendments to the tobacco law that propose a ban on ordering nicotine products via mail and courier services.

Beyond restricting remote sales, the proposed changes include stricter limitations on the flavors available for e-cigarettes and other nicotine products. Additionally, the amendments aim to increase transparency by requiring the public disclosure of meetings held between officials and the tobacco industry's lobbyists.

The overarching objective of these proposed legislative changes is to curb the uptake of nicotine products, with a specific focus on preventing access and use by children and young people. The draft legislation explicitly states that ordering tobacco products, as well as related nicotine products, through distance selling will become prohibited.

These measures reflect a growing concern among Estonian policymakers about the accessibility and appeal of nicotine products to minors. By limiting flavor options and banning mail-order sales, the government hopes to create a less inviting environment for young individuals to start using these products.
