EU daily tobacco use dips slightly to 16.5% in 2025

Daily tobacco use across the European Union saw a slight dip in 2025, with 16.5% of individuals aged 16 and older reporting daily consumption. This marks a decrease from 17.5% in 2022, indicating a modest shift in habits across the bloc.

Men continue to be more frequent tobacco users than women. In 2025, 20.8% of men used tobacco daily, compared to 12.6% of women. These figures also represent a slight reduction from 2022, when 22.2% of men and 13.1% of women reported daily use. The data encompasses cigarettes, e-cigarettes, nicotine pouches, and vaping.

The highest rates of daily tobacco use were observed in the 35 to 49 age group, with 21% reporting consumption. Those aged 25 to 34 followed closely at around 20%, with the 50 to 64 age bracket in third place. Countries like Bulgaria, Sweden, and Croatia reported the highest usage, averaging about 25% of their populations. Belgium, with 13.6% daily use, performed well above the EU average, with only the Netherlands and Ireland showing lower rates.

Spain led the EU in reducing tobacco use, with a 2.1% decrease in recent years. Conversely, Latvia experienced an increase of 2.7%, making it the country with the most significant rise in tobacco consumption within the EU.
