EU leaders visit Kyiv; Zelensky discusses peace plan with US and Russian mobilization

European leaders from Nordic and Baltic countries arrived in Kyiv to show support for Ukraine and align aid efforts ahead of the autumn season, just before the nation's Independence Day. Ukrainian President Volodymyr Zelensky used the occasion to warn of a potential Russian mobilization of at least 300,000 troops after the Duma elections, stating that Russia would struggle to conceal such a move.

Zelensky emphasized Ukraine's urgent need for concrete Western military assistance to counter Russia's anticipated winter offensive. He specifically requested around 300 Patriot missile systems to adequately defend the country, expressing willingness to pay and seeking 5-10% of U.S. reserves. Germany is set to provide additional Iris-T systems, while France will supply new radars and is working on licensing French rocket production.

European Council President Charles Michel, traveling to Kyiv, confirmed that the EU is disbursing the 90 billion euro loan agreed upon in December. This funding is designated for Ukraine's military requirements, including winter preparations, drone purchases, and air defense. Michel is scheduled to meet with Zelensky to discuss these aid packages and also address Ukraine's internal political matters, including recent corruption investigations and reform votes, which could impact its EU accession process.

During his visit, Michel also met with Finnish President Alexander Stubb, leading to agreements on developing and producing drones in Finland to meet Ukraine's and Europe's needs. The discussions underscored the ongoing international support for Ukraine amidst the conflict and the challenges it faces both militarily and politically.
