Europe Expands Ukraine Aid, But Remains Reliant on U.S. Weapons

Europe has ramped up its support for Ukraine, with aid totaling approximately 11 billion euros in May and June, according to the Kiel Institute for the World Economy's (IfW) Ukraine Support Tracker. This marks an increase from the roughly 6.7 billion euros provided in March and April.

The recent aid package was divided, with about 4.3 billion euros directed towards military assistance and 6.7 billion euros for financial and humanitarian relief. Notably, the United States provided no aid during this period. The European Union was the primary funder, largely through a new 90 billion euro "Ukraine Support Loan" designed to bolster Ukraine's budget and defense spending through 2027. Germany contributed 700 million euros in military aid.

While military aid in the first half of 2026 neared 2025 levels, financial and humanitarian support saw a significant decline, averaging 41 percent lower than the previous year. The IfW's tracker, which began in January 2022, monitors aid from over 40 countries, including EU states, the U.S., and Japan, as well as the EU itself, drawing data from government sources and media reports.

Despite Europe's leading position in military aid, the report highlights a continued reliance on U.S. weaponry. European donors purchased at least 3 billion euros worth of arms from U.S. companies between January and June 2026, representing about 30% of the military aid procured through the industry. "Europe remains dependent on access to U.S. weapon systems to maintain military support for Ukraine," stated Federico Mellace, lead analyst for the Ukraine Support Tracker.
