Florida Official: Limit on licenses in Orlando for non-immigrants with USCIS documents

Florida continues to enforce specific regulations regarding the issuance of driver's licenses for non-immigrants holding documentation from the U.S. Citizenship and Immigration Services (USCIS) in Orlando. The state mandates a thorough verification process for all documents submitted by applicants to confirm their eligibility.

Under current legislation, individuals without legal immigration status are ineligible to obtain a driver's license. However, those who possess recognized non-immigrant status can apply for initial issuance, renewal, or replacement of their license. This process requires passing a necessary background review.

For first-time applicants, the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) issues a temporary, non-photographic paper permit valid for 60 days. During this period, authorities verify the applicant's legal status before mailing the permanent license. Accepted non-immigrant statuses include various categories requiring specific USCIS documentation and a valid passport with the official U.S. entry date stamp.

Applicants must also provide a Social Security number. If an applicant does not have one, they must obtain a letter of ineligibility from the Social Security Administration. Proof of residency in Florida, such as rental agreements, mortgage statements, or utility bills, is also required to complete the application process.
