Former Vietnamese Commune Chairman Expelled from Party for Misappropriating Funds

Lê Ngọc Hanh, the former Chairman of the People's Committee of La Sơn Commune in Ninh Bình province, has been expelled from the Communist Party for serious violations of financial regulations. The decision was made by the Standing Committee of the Ninh Bình Provincial Party Committee on August 5.

Hanh, who also served as a member of the Bình Lục District Party Committee and Deputy Secretary of the Bình Sơn Commune Party Committee, is accused of directing subordinates to keep over 1.4 billion Vietnamese dong (approximately $55,000 USD) off the official accounting books. These funds, generated from land violation penalties and public land auctions, were then used for unauthorized expenditures, resulting in significant losses to the state budget.

Authorities have launched a criminal investigation into the matter, indicting four individuals, including Hanh, who has been detained. They are being investigated for abusing their positions and powers during their official duties. The investigation revealed that between 2012 and 2024, Hanh, in his capacity as Deputy Secretary of the Party Committee and Chairman of the People's Committee of La Sơn Commune, oversaw these illicit financial activities.

The Ninh Bình Provincial Party Committee stated that Hanh's actions demonstrated a "degradation in political ideology, morality, and lifestyle." His violations are considered "very serious," damaging his personal reputation and the credibility of the Party organization and his workplace. The case highlights ongoing efforts to combat corruption and enforce financial discipline within local government bodies in Vietnam.
