French government eyes pension savings by skipping inflation adjustment

The French government is exploring a potential cost-saving measure that could affect retirees' pensions. A proposal reportedly originating from the Ministry of Economy suggests foregoing an inflation adjustment for a portion of pensions next year, a move that typically occurs annually.

This idea is currently being considered as one of several options for potential savings, which will be presented to the Prime Minister for final decision-making. Sources close to Prime Minister Sébastien Lecornu have emphasized that this is merely a "working hypothesis" from Bercy (the Ministry of Economy and Finance).

The rationale behind considering such a measure lies in the significant portion of France's budget allocated to pensions. According to the independent public body Conseil d’orientation des retraites, pension expenditures amounted to €422 billion in 2025, constituting 24.3% of total public spending. This figure has been steadily increasing, up from €370 billion in 2023.

In France, basic pensions are usually adjusted to account for the general rise in prices. The proposed measure would deviate from this practice for a segment of these pensions, aiming to curb the growing pension budget. The government has not officially confirmed this proposal, but its emergence highlights the ongoing fiscal challenges and the search for budgetary efficiencies.
