Gangneung council rejects mayor's 100,000 won relief payment plan, sparking public outcry

A contentious decision by the Gangneung City Council to reject a proposed 100,000 won (approximately $72) cost-of-living relief payment for all citizens has ignited widespread criticism from civic groups and labor unions. The proposal, championed by Mayor Kim Joong-nam as his administration's first major policy initiative, aimed to provide a financial boost to residents struggling with economic downturn.

The rejection of the ordinance to provide 100,000 won per citizen in this situation of a shrinking livelihood economy is a regrettable decision that ignores the suffering of the citizens. Do not ignore the suffering of the citizens and promptly prepare a plan to provide livelihood support funds.

The plan, which would have distributed the funds via Gangneung Pay, was intended to alleviate household burdens and stimulate local businesses, particularly small merchants and the informal economy. The city council, however, voted against the ordinance on July 31. The council currently comprises 10 members from the People Power Party and 9 from the Democratic Party. The People Power Party members were the primary opposition to the measure.

In a statement, the People Power Party council members defended their decision, labeling the proposal "haphazard administration" that would allow the disbursement of substantial public funds without clear standards or procedures. They asserted that rejecting the incomplete ordinance was their duty to the citizens and pledged to cooperate with future livelihood policies while maintaining strict principles for the fair and responsible use of taxpayer money.

Unlike local councils in other regions that actively cooperate to improve residents' quality of life and revitalize the local economy, the Gangneung City Council's decision can be seen as blocking the institutional channel to support citizens.

This stance has been met with strong backlash. The former Gangneung Mayor's Transition Committee condemned the rejection as a disregard for citizens' suffering and urged the council to promptly find a way to provide the relief payments. They emphasized that political conflict should not undermine policies aimed at improving citizens' lives and revitalizing the local economy, especially when neighboring cities like Sokcho have already implemented similar support measures.

Small business owners are closing their doors today, farmers are increasing their debts, and citizens' lives are becoming tougher. The council's rejection is a decision that ignores people's livelihoods and a decision that has thrown away the opportunity to revive the local economy.

Labor unions and farmer associations have also voiced their opposition. The Gangneung Farmers' Association stated that the council's decision ignores the harsh realities faced by small business owners and farmers, effectively discarding a chance to revive the local economy. The Labor Solidarity Union criticized the council members for prioritizing political calculations over the needs of the people, declaring they lack the qualification to represent citizens.
