Government Responds After Argentina’s PISA 2025 Results

Argentina’s government responded to the PISA 2025 results by declaring the country’s learning situation critical and placing responsibility on previous administrations, particularly Kirchnerist governments.

The Human Capital Ministry said fewer than one in 12 Argentine students reached the basic level in every subject. It acknowledged that the results reflected a global trend of stagnation and decline, but said Argentina’s deterioration had come from an already low starting point.

The ministry said the results reflected school trajectories that began in 2013 and described them as the lowest recorded since the OECD launched the program in 2000. It also cited what the OECD calls “hurried readers”, students who answer quickly and incorrectly, a behavior that nearly doubled globally between 2018 and 2025. The ministry said that trend alone could not explain Argentina’s decline.

The results are part of a global trend of stagnation and decline, but in Argentina the setback comes from an already low starting point and reveals a critical situation in learning.

Instead, the statement assigned “concrete responsibility” to what it called an educational culture established over years by Kirchnerist governments, which it accused of weakening every part of the system. The government also praised policies introduced under President Javier Milei, who took office in December 2023, including the National Literacy Plan and the National Mathematics Plan.

The literacy plan aims to strengthen learning from the earliest school years and ensure students can read, understand and produce age-appropriate texts. The mathematics plan focuses on improving students’ numerical skills so that no child falls behind. The report was marked as developing.
