The "Mutual Cooperation Evaluation for Construction Business Operators" is a system established under Article 48 of the Framework Act on Construction Industry. It aims to foster cooperation between construction companies and promote balanced development within the industry, ensuring the efficient execution of construction projects. The evaluation considers factors such as joint venture and subcontracting performance, partner development initiatives, and corporate reputation.

Companies that achieve the highest rating, like GS E&C, are eligible for institutional incentives in public procurement projects, including preferential treatment in pre-qualification reviews for bids at the Public Procurement Service and reductions in penalties under the Construction Industry Framework Act.
