Guatemalan Ministry of Communications Units Show Low Budget Execution

Guatemalan Ministry of Communications units focused on social projects are struggling with low budget execution as the first half of 2026 nears its end. The ministry's total budget for the year exceeds Q7.65 billion, but only Q1.75 billion, or 22.96%, had been spent by June 19.

The Directorate General of Roads, responsible for new highway construction, has used Q553 million of its Q1.78 billion budget, a 30% execution rate. Covial, tasked with road maintenance, has spent Q635 million out of its Q3.12 billion budget, a 20% rate.

Other social development units show even lower performance. The Unit for the Development of Popular Housing (Udevipo), which provides property titles to low-income families, has executed only 17.67% of its Q46.3 million budget. The Housing Fund (Fopavi), which offers housing subsidies, has spent just 8.31% of its Q742 million budget. The Social Solidarity Fund (FSS), focused on economic and social development projects, has executed a mere 7.34% of its Q906 million budget.

This low spending, particularly on investment, presents a significant challenge. Analysts and lawmakers suggest that failing to improve execution levels means unspent funds will be returned to the treasury at year's end. Deputy Orlando Blanco noted that the core issue is the under-execution of the budget within the Ministry of Communications.
