Hamas Appoints Khalil Al-Hayya as New Overall Leader, Signaling Hardline Stance

Hamas has named Khalil Al-Hayya as its new overall leader, a move analysts believe signals a tougher stance toward disarmament calls. Al-Hayya, who has served as the group's exiled Gaza chief and top negotiator, replaces Yahya Sinwar, killed in combat with Israeli forces in October 2024. Since the deaths of Sinwar and Ismail Haniyeh, Al-Hayya has become an increasingly central figure within Hamas's leadership.

Considered more hardline than Khaled Meshaal, the head of the group's external office, Al-Hayya's selection comes at a critical juncture for the Palestinian militant group. Hamas faces immense pressure following a two-year war with Israel, ignited by its October 7, 2023 attack. The group is battered by the conflict and confronts international demands to disarm, while conditions for Gaza's two million residents remain dire despite a U.S.-brokered ceasefire.

Palestinian political analyst Reham Owda told Reuters that Al-Hayya's victory sends a clear message: Hamas remains committed to armed struggle, rejects disarmament under any conditions, and intends to rebuild its military strength while maintaining its alliance with Iran and the "Axis of Resistance." Owda stated, "This indicates that negotiations related to disarmament are likely to face significant difficulties and obstacles." The office of Israeli Prime Minister Benjamin Netanyahu did not immediately comment on Al-Hayya's selection.

The election process, which began in January, was lengthy and interrupted by regional conflicts and ongoing Israeli military operations in Gaza. The selection is made by a 50-member council comprising Hamas members from Gaza, the occupied West Bank, and those in exile. The appointment follows an Israeli strike in Khan Younis that killed at least two Palestinians, adding to the toll of over 1,150 Palestinians killed by Israeli attacks since the October ceasefire, according to Gaza health officials.
