Ho Chi Minh City clears 22,000 square meters of land, unlocking the final link to An Phu Interchange

A 22,000-square-meter parcel that has held up construction for years is now the focus of a new plan to complete Luong Dinh Cua Street and its connection to Ho Chi Minh City’s An Phu Interchange.

The street in Thu Duc City stretches for just over 2 kilometers, but its expansion project has continued since 2015. The section from Tran Nao Street to Nguyen Hoang Street is complete. The final section toward An Phu Interchange remains unfinished, with metal fencing blocking the route for years.

The delayed land also affects the An Phu project, which began in late 2022 with an investment of more than 3.4 trillion dong. The three-level interchange includes bridges, an underpass and approach roads designed to separate expressway traffic from urban vehicles. Its N1.2 bridge ramp would carry traffic from Luong Dinh Cua Street to the Ho Chi Minh City, Long Thanh, Dau Giay Expressway, but the ramp lies within the disputed land area.

Under the new plan, the city will compensate, assist and resettle 67 affected cases. Authorities will take all of the land from 27 cases and part of the land from 40 others. Sixty cases qualify for resettlement. The compensation plan is expected to receive approval in September, with payments scheduled for October. The city has set Nov. 30, 2026, as the deadline for handing over the cleared site.

Once the land is available, contractors can resume the remaining work without the interruptions that have marked the projects in recent years. The clearance plan gives a concrete timetable to a process that had remained stalled, while compensation and resettlement must be completed before construction teams receive the site.
