Honduras: Labor and private sectors demand repeal of ineffective Partial Employment Law

Both labor and private sectors in Honduras are calling for the repeal of the Partial Employment Law, asserting it has failed to produce any positive outcomes. Daniel Durón, secretary of the General Confederation of Workers (CGT), stated that the law "has no results." He emphasized that Honduras's employment problems are structural and necessitate deep reforms, rather than new laws. Durón suggested that existing legislation, specifically the Labor Code, already covers partial employment contracts and that focusing on enforcing current laws would be more effective.

Armando Urtecho, executive director of the Honduran Private Enterprise Council (Cohep), echoed these sentiments, describing the Partial Employment Law as "very bureaucratic." He criticized the law for not being consulted with the private sector, which had consistently warned that it would not help generate employment. Urtecho argued that the Labor Code offers more flexibility than the current law and reiterated the call for its repeal, stating it will not create jobs, even during peak seasons like Christmas.

The Partial Employment Law was approved under decree 45-2026 and took effect on March 28, 2026. Despite its existence, various sectors claim that many employers are not complying with it, fueling the demand for its abolition. The consensus among these groups is that the law is an ineffective measure that adds unnecessary bureaucracy without addressing the root causes of unemployment in the country.
