How far has compensation advanced for ring-road and expressway projects in Ho Chi Minh City?

Ho Chi Minh City has disbursed more than 32 trillion Vietnamese dong in compensation funding for major public investment projects, surpassing its planned rate and reaching 84% of the amount allocated for 2026.

Nguyen Toan Thang, director of the municipal Department of Agriculture and Environment, reported the figures at the city’s regular socioeconomic meeting for August. The city has 146 public investment projects requiring compensation funding, with a combined allocation of more than 38 trillion dong. Project owners have pledged to lift disbursement to 98% by the end of the fourth quarter.

Progress varies across the 42 project owners. About 23% have disbursed more than 70% of their funding, while five ward and commune compensation boards have completed disbursement. Thang urged local authorities to share methods that could speed up construction projects.

The expansion of the Ho Chi Minh City-Long Thanh-Dau Giay Expressway has received all 159 required land handovers. For the Ho Chi Minh City-Moc Bai Expressway, 2,061 of 2,118 affected cases have agreed to hand over land, or 97.3%. A resettlement area in Nhuan Duc Commune is expected to be completed by the end of 2026.

On the Ho Chi Minh City-Thu Dau Mot-Chon Thanh Expressway, authorities have surveyed 1,655 cases and approved 1,653 compensation plans. A total of 1,278 cases have handed over 297 hectares, reaching 89.9%. Localities must complete plans and payments for 159 cases before Sept. 30 and receive land from another 377 cases. The Ring Road 4 project affects about 4,070 cases, including 904 eligible for resettlement. Officials said delays remain uneven, particularly in verifying land origins, approving compensation plans and preparing resettlement sites.
