Hsinchu City invests NT$60 billion in education for 'Hsinchu Good Learning 2.0'

Hsinchu City is embarking on an ambitious educational transformation with the launch of "Hsinchu Good Learning 2.0," a comprehensive blueprint for 2030. Mayor Kao Hung-an announced that the city government will invest NT$60 billion over the next four years to build a future-ready learning environment, adapting to the rapid advancements in AI and evolving industry talent demands.

The initiative shifts the focus from merely improving educational environments to "learning for the future." It aims to create a seamless educational pathway from kindergarten through high school, connecting with top universities. The plan also involves linking universities in the Hsinchu-Miao-li region to form a cohesive learning ecosystem, establishing the nation's first demonstration city for top-tier technology education.

Under the "Future Campus" initiative, the city will promote technology-focused bilingual demonstration schools, establishing a consistent learning environment from kindergarten to high school. Preliminary site selections are underway, with efforts to acquire land actively progressing. For "Smart Learning," the city plans to implement a 1:1 smart learning environment for all students from third grade in elementary school to third grade in high school between 2026 and 2028. This will involve introducing immersive learning experiences like digital future classrooms, coding education, AI, VR, and the metaverse.

In terms of nurturing "Future Talent," Hsinchu City will advance forward-looking education in semiconductors and drones. Semiconductor courses will be widely implemented in city-run high schools, junior high schools, and elementary schools. Drone education will include introductory courses and teacher training, integrating competitions, programming, and industry-academia resources to build a talent chain encompassing education, competition, and industry. The "AI Talent Ark Project" and "AI Navigation Base" will support teacher development, cross-school collaboration, and innovative curriculum design in emerging technologies.

The "Inclusive Education" component addresses early childhood education, special education, and teacher development. Subsidies will be provided to private childcare institutions to upgrade surveillance equipment, benefiting approximately 130 institutions. Starting in the 2026 academic year, the hourly rate for after-school care and winter/summer holiday care will increase from NT$400 to NT$480. The city will also deepen its focus on early intervention, inclusive education, digital support, and gifted education, ensuring tailored support for children with diverse starting points, interests, and talents.
