Huang Shih-chieh Pledges to Make Taoyuan a Key Aerospace Cluster in Taiwan

Taoyuan should stop being known mainly as Taipei’s industrial back office and become a major aerospace cluster for Taiwan, Democratic Progressive Party mayoral candidate Huang Shih-chieh said.

Huang argued that companies in the city already manufacture components for global brands, but have not converted that industrial strength into research and development, systems integration, branding or advanced technology services. Taoyuan has dense industrial networks and a broad base spanning traditional machinery, metalworking, electronic components, semiconductors, AI servers, aerospace and unmanned vehicles.

He said the city nevertheless faces structural problems, including high output but low added value, aging factories and infrastructure, and manufacturing capacity without enough integration. Huang warned that Taoyuan could gradually lose competitiveness as global supply chains rapidly reorganize if it does not transform early.

Taoyuan cannot remain a contract manufacturer forever.

His plan has three main directions: comprehensive upgrading of traditional industries, investment in aerospace and security technologies, and the development of international high-end technology services. He proposed improving infrastructure in older industrial parks, creating a cross-departmental upgrade team to assist companies, and working with local universities to bring artificial intelligence into factories.

Huang also proposed that the city government assemble a “Taoyuan team” of companies to pursue aerospace, unmanned vehicles and civil-military dual-use technologies. The city would plan real-world testing grounds for unmanned vehicles and help firms move from contract manufacturing toward systems integration, international certification and their own brands. He said Taoyuan should use its international airport, manufacturing supply chain, National Chung-Shan Institute of Science and Technology, Longtan Science Park, semiconductor and AI-server industries, and Asia Silicon Valley foundations to become a technology-services city rather than remain only a manufacturing center.
