Hue seeks more than 3.5 trillion dong in Japanese loans to clean water and reduce flooding north of the Perfume River

Hue plans to borrow more than 3.5 trillion dong in Japanese ODA funds for a project designed to improve water quality and flood protection north of the Perfume River.

The city’s People’s Committee met with a Japan International Cooperation Agency, or JICA, delegation on Sept. 3 to discuss preparations for the second phase of the Hue urban water-environment improvement project. The proposed priority area covers about 934 hectares across Phu Xuan, Kim Long, Hoa Chau and Huong An wards.

The area forms an important part of Hue’s urban development north of the river and is linked to a network of rivers, lakes and waterways, as well as structures within the Hue Citadel heritage area.

Hoang Hai Minh, standing vice chairman of the Hue People’s Committee, said the project would focus on building an integrated drainage system and collecting and treating wastewater in the northern riverbank area.

The plan calls for a wastewater treatment plant with capacity of 30,000 cubic meters per day. It would also allow expansion to 50,000 cubic meters per day. Pumping stations and wastewater collection networks would be built alongside the plant.

The city expects centralized wastewater treatment to improve collection and processing, reduce direct discharge into the environment, and gradually improve water quality, sanitation and living conditions. The project also includes measures to improve waterways and lakes around the Hue Citadel.

The total investment is estimated at 27.25514 billion Japanese yen, equivalent to about 4.279 trillion dong. Japanese ODA loans would account for about 3.522 trillion dong, while counterpart funding would exceed 756 billion dong. Implementation is planned for 2027 to 2032.
