IECM Presents Analysis of Participatory Budget Projects; Highlights 61% of Proposals Came from Women

The Electoral Institute of Mexico City (IECM) has released a comprehensive analysis of project proposals submitted for the 2026 and 2027 Participatory Budget. The report details the process of registration, validation, and review of citizen initiatives, revealing that 22,853 projects made it to the ballot for voting out of a total of 37,430 initially received requests.

The analysis, conducted by the Directorate of Citizen Participation and Training, aims to provide input for accountability, institutional planning, and continuous improvement of participatory democracy tools. It examines the submitted requests across Mexico City's 16 boroughs, 33 District Directorates, and 1,764 Territorial Units. According to the findings, 33,798 applications initially met the basic requirements and received a folio number for review by the borough-level Reviewing Bodies. After adjustments based on institutional agreements, proponent requests, and judicial resolutions, the final pool comprised 33,603 projects, of which 22,853 were deemed viable, resulting in a viability rate of nearly 68%.

A significant finding of the report is that 61% of the proposals were submitted by women, highlighting their majority participation in the process. The average age of proponents was 49.3 years, allowing for the creation of a demographic profile of participants in the 2026 and 2027 Participatory Budget Consultation. The registration process saw a conversion rate of 61.7%, moving from 37,430 initial requests to 22,853 projects participating in the consultation. The analysis also maps the territorial distribution of proposals, with Iztapalapa, Álvaro Obregón, and Gustavo A. Madero boroughs concentrating 41% of all registered requests.

The document further includes viability rates per borough and territorial unit, as well as registration trends based on fiscal year, capture channel, gender, age, and proponent status. The IECM has made the full report available for consultation.
