Indonesia's Unsoed Rector Implicated in Wider Extortion Scheme Beyond Medical Admissions

The Corruption Eradication Commission (KPK) in Indonesia has uncovered a wider alleged extortion scheme involving the Rector of Universitas Jenderal Soedirman (Unsoed) and his associates. Initially thought to be confined to the Faculty of Medicine's independent admissions, the investigation now indicates that other faculties, including Fisheries and Law, were also part of the illicit transactions.

There are other faculties that were also included in the scheme through the independent pathway that were then transacted. These include the Faculty of Fisheries. There is one Fisheries, there is also a law faculty.

According to Achmad Taufik Husein, Acting Director of Investigations at KPK, documents reveal a calculated system where a portion of the independent admission quotas was earmarked for financial demands. Out of approximately 245 independent admission slots, 73 were allegedly involved in these transactions. The independent admission process at Unsoed allows the university to set its own tuition fees, including the standard tuition fee (UKT) and an institutional development fee (IPI), which vary by student's financial category.

So, there are calculations that we found in the documents. That will certainly be explored further regarding those calculations.

For instance, UKT in the Faculty of Medicine ranges from Rp7.1 million to Rp17 million, while the IPI can range from Rp100 million to Rp260 million. However, KPK found evidence of criminal acts of extortion and other forms of gratification during this admission process. These additional, unofficial fees imposed on prospective students have caused significant financial burdens.

However, in the process of new student admissions through the independent pathway, KPK found alleged criminal acts of extortion and other receipts/gratifications.

KPK has officially named six individuals as suspects in this case. They include Unsoed Rector Akhmad Sodiq, Vice Rector III Norman Arie Prayoga, Head of Academic Affairs Eko Sumanto, and three private individuals: Dian Mulia Wardhana, Adhi Wiharto, and Mulyono. All suspects have been detained for 20 days, until September 9, 2026, at the KPK's detention center. KPK expressed regret over the alleged corruption in the education sector, emphasizing its profound impact on the cultivation of values and character, especially when occurring at the initial stage of student admissions. KPK spokesperson Budi Prasetyo noted that the case involves an alleged abuse of power, where authority meant for objective admissions was used to set specific financial tariffs.

So the additional costs arising from the levies outside the mandatory fees (UKT and IPI) are felt to be very burdensome for new prospective students.
