Indonesian Ministry Pilots E-Voting for Regional Leadership Appointments

Indonesia's Ministry of Law and Human Rights is experimenting with an electronic voting system to select regional heads, marking a new approach to bureaucratic appointments. Minister Supratman Andi Agtas initiated a trial at the East Java Regional Office, involving civil servants in the selection of candidates deemed fit for leadership roles. This initiative is part of the ministry's broader digital transformation strategy, designed to bolster transparency and refine talent management processes. Minister Supratman clarified that the e-voting mechanism does not aim to replace the established bureaucratic system. Instead, it serves as a method to delegate the minister's authority, granting employees a voice in the selection of managerial positions, such as regional heads (Kakanwil) and other key roles. He stressed that the system upholds the existing structures, functions, and authorities within the government framework. The ministry has also established Talent Committees at both central and regional levels, led by the Secretary General at the national level, to ensure that appointments are transparent and based on qualifications and track records. Secretary General Nico Afinta highlighted the importance of leveraging technological advancements for a more efficient, accurate, and accountable governance. He noted that digitalization efforts extend beyond public services to internal operations, including human resource management. The ministry has developed digital tools like the 'Satria' system to help employees document their competencies, achievements, and career histories, supporting the talent management process.

The e-voting we are doing now is an effort to strengthen the structure in the regional office, especially for our colleagues who will later be trusted as managerial officials, Regional Heads, or perhaps later for Directors and others.
